He's a smart idiot, he's obviously thought a lot about his racism and intelectuallized it where most are racist because others have told them other races are the reason for their problems (you can see that with the racist lorry driver). anyone can be indoctrinated into an ideology but measurehead actually has crafted his own, still stupid but given his circumstances and his father it make sense, makes him a great character.
