Discovery Channel Man Made Marvels Kuala Lumpur Flood Control 4/4
Kuala Lumpur, Malaysia's Capital, is under siege from flash floods, powerful forces of nature that bring the city to its knees. The source: severe thunderstorms that pound the city for months on end. But Kuala Lumpur is fighting back. A daring construction project will try to bring the mighty floods under control. Massive floodgates across three rivers; six kilometres of canals; giant storage ponds and a state of the art storm water tunnel that doubles as an underground highway. It's a combination that has never been attempted before. If they can pull it off, Kuala Lumpur's flood control system will truly be a man made marvel.

wonder what procedure they have in place for a Worse Case Scenario situation when a flood warning is issues during a traffic jam caused by an accident that closes off 2 lanes of traffic

That's the worst worst case. Highly improbable but, guess you can only try to evacuate everyone and leave the vehicles behind.

This flood only occour during 2 senario which occors on certain date and time , like the flood only happen during end of year where heavy rain and monsoon are happening

2 issues with this, the first being, this program should have been broadcast after the project was completed and had been used so success could be shown ( or failure if it failed ) The second, the poster didn't need to break the show into 4 uploads.

why not just do what Japan did and dig out a MASSIVE underground cavity to handle floodwaters? though theirs is designed to deal with Tsunami's which bring a lot more water a lot faster!

The idea was to stop the flooding of the city as much as possible. traffic easing was secondary.
