I prefer Arthur's branch on a junction after Callan on Duck's line, as in season 5, the engines always take Tidmouth Hault to go to the Fishing Village in Harwick & the Norramby branch is Stepney's Branch

I have a head canon for this line. HC: The line is ran by Arthur and only him at first with a few other engines helping out on occasions. Then Murdoch comes to help out on the branch part time taking fish trains too big for Arthur. Murdoch takes a few trains on the Norramby line in the morning and mainline trains for the rest of the day. Neil then comes to help out after being found and put back in surface taking passenger trains. A copper mine opens up on the line, a saddle tank called Olivia and a diesel shunter called Oon come to take organize the mine, Neil takes the copper train. Years later the Norramby expansion happens where high demand from villages in the area want the railway to hook up with them. Locations (all made by me) include: Old port, Fock-y-gureigh and more. A small station years later to help with passenger control is opened called Hawin irn. Later a boat comes called Barnal and crashes on the side of the fishing village. If anyone cares I can give more detail behind this

Canonically, yes it is Ballahoo. Check the Wiki. As I said, my theory is, Toby was working on the Norramby Branch during the events of 'It's Only Snow' so Topham refers to it as his line.
