I know I'm responding to a comment that's half my age, but I'd argue that Garland, at least in the mainline series, is more of a tragic villain. We don't see how he fell, but after the Warrior's of Light break the cycle in the first Final Fantasy, they arrive in a peaceful future where even Garland himself is still alive and well, and also not evil.

This part told from Seph's POV: "Cloud won't be the only one after you!" the boy had shouted as though in an attempt to threaten me. "I swear, if you even scratch Terra, we'll all be out for revenge!"

@CCRockit Yeah, Final Fantasy has so many villains, major and minor both, that while they are the villain in their game, such as Garland, Golbez, and Jecht, that given who they are or were before the final confrontation and in Dissidia, their placement as warriors of Chaos is really questionable. Though, if Garland, Golbez, and Jecht were to be in Dissidia, I suppose it would make sense to have them be bad guys, what with the heroes of their individual games in this game as the heroes and all.

Meybe its becuse he respects here as a warrior. Lore wise Shantotto is and OP character. Even in the game if she losses its just a doll and not the real here. In here character file in 012 its also written that the Warriors of Chaos where cautios of here becuse of here aggresive nature and becuse how powerful she is. The vs quotes of here with Kefka, Terra and Chaos imply that she is atleast powerful enough to destroy the world. I think Garland just has more respect fore here then he has fore the somewhat timid Terra.
