Usually I keep few dolls on each step immediately after spreading the dhotis on the steps... The weight of the dolls will keep it in place... For the sides I use safety pins or cellotape

Every family has its own tradition and we follow the tradition of keeping Padmanabhaswamy first on the top shelf... After that we keep in random order...no particular order followed in our family...everything is in our mind ...so don't keep judging others..you are free to follow your way of arranging the dolls
