I have a blouse with sleeves that's ¾ long but I want the sleeves to cover to my wrists. Can I use this method? And can I, instead of making the circle at 90° angle, make it at, say, 45° angle for less wide circles?

you can google circle skirt calculator and use that, it's the same math. i think you just use your circumfrence as your "wasit" measurement.
