As long as you aren’t in sand soil you should be fine and this was already in a low land area that would hold water part of the year

Soil test is cheap. Usually 10-20 doll hairs

Do you have to get any permits to build these impoundments?

Not in my state. If you do it in a conservation Easement the government will sometimes you give money the build water fowl habitat
