In our area (this will vary by area and region of the country), hay is made out of alfalfa or grass. Straw is made from oats. The oats are cut, and then it is combined and later baled. There is more to it, of course, but that's it in a nutshell. BTW, the scarecrow is cute! I forgot to mention that most of the time, hay is fed to the livestock, and straw is used for bedding.

On the rope parts are they cut or just scored to give the black effect

They are just scored, and then I came back in with a paint pen to fill it in.

A few people have already chimed in regarding hay vs straw. Since it hasn't been addressed yet: raffia comes from palm fronds.
