As Charry said, you needed to lift the top part (the secondary standard) up and give the screw mechanism underneath it a good grease up. I put a load of grease into the gear mechanism as well. You didn't show how to align the lugs up on the standards either so you were lucky to get it put back together if you didn't do that. This is part of what DYI is though, learning new trades.

I've pulled one apart to repair myself. The collar ring you can see free-floating @2:47 should be underneath that nylon gear to remove play between the 2 gears meshing when the handle is rotated. I would also advise blowing / brushing dirt off first, before spraying a lubricant oil like WD-40 around, otherwise the oil can carry dirt into areas you don't want it to, and also the oil just gums up the dirt. Best to remove it first if you can. For others watching - if you do strip and repair this mechanism, when putting it back, use loctite not WD-40 if you can for the nuts and bolts to ensure better protection and removal in future years, and if you have a gasket or grease put that on between the halves to keep water out.

To fix this, you need to lift the top part off, to expose the raising screw mechanism inside.

Get some grease in there after cleaning it all out, but worth doing it again, it won't take long

That spring goes behind the cog to hold it against the other cog. You can hear that they are not aligning. But thanks, you just confirmed that it is a broken/misaligned spring in mine without me having to pull mine apart.

Is it possible to remove the top of the clothesline from the main pole, without destroying it?

That's 5 minutes of total lack of knowledge. Great document of how not to solve any problem. Points for a positive attitude, but zero for clever ideas.
