it's called pitch control and it was first perfected by the southern legend dj screw(r.i.p.) as well as the whole chopped and screwed movement that everyone seems to market off of. no east or west coast rappers were doin that anytime before 2006 and that was being done in H-town since at least 92' and i'm sure before then. dj screw remixed almost every hot track on vinyl througout the 90's. he's also the main inspiration and source of profit for many of today's rappers and even record labels.
