Indeed. I would certainly NOT want to be in plane with unshrouded props, even if they aren't severely overloaded. If one of them were to fail, the passenger could end up very dead. Being under the drone, and therefore out of plane with the props, is safer but still could end very badly if things turn sideways and the operator isn't quick enough on the emergency stop.

Most or all of these are CGI, the company I work for has a DJI Flycart 30 it can lift 40kg with a single battery installed, or 30kg with a longer duration with dual batteries installed, the DJI Agras T50 can lift 50kg payload but there is no way that one could carry that guy plus drag him through the water like that.
