Like this unit is hitting for 4,000,000 maybe 6,000,000 including his counters with only a chance to crit even if high after building up. Compare him to Gogeta who hits for 9,000,000 - 18,000,000 (Since you can build additional) with a guarantee crit, he looks like a child. His damage is essentially in line for units like STR Namek Goku or AGL Evo Vegeta but he lacks their overall defense, stacking and out the gate presence that both have. Compared to like EZA Cooler who pre transformation can equal Vegetto's fully built attack on top of having 500,000+ defense its just not enough.
