more specifically it's called the "mythical" meteor because the sweetspot on the blade during the attack (the part that meteors the enemy) is so small (even smaller than Jigglypuff's Rest hitbox) that it isn't usually worth the risk to try to use

Nobody has reaction times faster than 1 frame (1/60 seconds) but the game still has constraints. It is almost feasible that being good enough at mindgames would mean it's possible to win by making a hypothetical person with blistering fast reflexes commit to unsafe approaches, but it's highly improbable.
