+Powerknolle Toffel Papyrus is one of the few examples of major enemy NPCs that actually has determination of his own. He has strength, but his will to do the right thing is so strong he can never bring himself to show his real strength. It's a shame there isn't an alt route in the genocide path where Papyrus is in charge of the evacuation, so only meets you later on once he's had chance to see your rampage on Alphys' monitor. The first time he really sees bloodshed and it's at that degree, upon the people he lived around, and including Undyne's death. Just think of it. Hnngh.
