Paul can be confusing. He argues for and against the law, what it can and cannot do. But Paul and every New Testament writer share the same opinion as Christ on the law. If you use a pair of pliers to hammer or as a screwdriver it does badly because that was not its purpose. Likewise if one tries to be justified and be made righteous by (keeping) the law, that is not the law's purpose. The purpose of the law is to say what sin is, and to show that all are sinners and are thus condemned. The law was never intended to be able to remedy that guilt. Only Christ can do that. But that is not the fault of the law. Paul shows that the law has limitations.
