The first one would float but you need to put the paddles Centre of mass in line with the boats Centre of mass.

If something is to float, then the hull has to be buoyant and watertight. Watertight means something is sealed and water can't get in, and if something is to be buoyant then the hull or inside has to be hollow and filled with air. A watercraft also needs certain properties and construction to support the weight of the watercraft. The shape of the hull, the size, and the weight also matter, of course.
