Probably animated outside the game with software like Blender or SFM. Animating anything that isn't simple movements and gestures with SA's engine is very hard to do.

The game has an advanced cutscene system that makes for awesome clips. And the models for the clip - just from the cutscenes (eyes have a separate model, the characters have teeth, opening mouth) Just modders are lazy and use only the basic system of creating cutscenes (within the game itself with minimal facial animation and simplified models)
