Looks like they used this vehicle for multiple things, including snow. Thing is, if they placed a bucket over that exhaust cylinder then perhaps it wouldn't be of good use if it were to haul on the road while it is snowing hard? Due to much snow entering inside while the machine was used for it's time. Maybe its more of a general-use farming machinery rather than something that is made for heavy-duty snow. Who knows.
