It depends on how you perceive IIM Rohtak and how much you feel its value is. Just an advantage of staying in IIM Rohtak will be, you will have a good backup for MBA even if CAT doesn't go your way. But if you have a risk taking appetite, and want a great college life, I think DU colleges will give you a more wholesome experience. In IIM Rohtak you will start feeling the pressure building up from day one. B-schools are institutionalised in a very professional setting so the fun is somewhat toned down, because everybody is preparing and striving more than what people do in normal colleges. So see which setting you would like to spend your undergrad in. But may it be IIM Rohtaks IPM or B.Com from DU. I think giving CAT won't harm you in anyway.

You can give UPSC. They will give you the required documents if you decide to leave IPM in between. But obviously that is not advisable. Try completing your MBA and then you can think of UPSC.. :)

Not really. Its an integrated course so you will sit for placements after 5 years. Altough you can search for a job after 3 years but it is highly unlikely you will get a good job after that.
