The P.E decreases. Basically the work done/energy invested against the conservative force is stored as Potential energy. Here since the motion is along the direction of conservative force, the re is a net decrease in P.E

How does the Epe increase for the - particle if it moves towards the negative plate ( from 1 to 2 )

Imagine trying to compress a spring, (like moving to the negative plate), you will have the potential for the electrons go repel each other once you stop holding them in place. Or similar to trying to hold two north poles in place. Hope these analogies help!
