No that’s a kitchen roll (paper towels if you are in the US). We use it when we paint watercolors. You have to dab the extra moisture off your brush. And the “sloshing of water” is also necessary to clean your brush for the next color. This is called watercolor after all! You will find all watercolor artists do the same. Maybe you’re not familiar with the medium.
