The convicts are serving 'hard labour' till they complete their 'jail term' working in PWD. It is rude to call them 'kling' for their legs are chained making that irony sound. Majority of them on completion of 'hard labour' went back to their motherland of India with a small sum of money. Today, at Hindoo Road you find those PWD quarters still exist. Hence, the Indians built the 'infra-structure' of Singapore's drainage, lamp post, bridges etc etc etc. Vanikam!
