The way I see it, it's not that he is omnipresent, it's more like he is actually experiencing the future the way we experience the present and the past. He "remembers the future" because, for him, it's happening right now and it already happened. There are no "timelines", there is just time and everything is happening simultaneously.

The mitigating factor which apparently went unnoticed by almost everyone, is that even though he knows the past, present, and future, he can't really distinguish them. He's been living through every assassination, natural disaster, terrorist attack, and plane crash in every moment since 1959 but when they happen he's as unprepared as anyone else. Someone with Jon's abilities could easily stop them all, if they could see the future and recognize it as such. To Jon, though, they are all happening *now*. Yesterday is now, tomorrow is now, 1934 is now, 1989 is now, 2019 is now. Everything is happening now. You can't plan for the future when you don't experience linear time.

This completely messed with the timeline and the formation of the Justice Society of America. He changed when Superman first appeared. The dude is literally the sole reason the New 52 existed because he changed so much. micah fuller I think when they said that Dr. Manhattan doesn’t run around to try and change things they mean like the actions he made that are significant and not including the result of those actions. So far we know those significant changes are: 1.he moved Alan Scott’s lantern, 2. Saved the Flashpoint Universe for a brief time 3. Saved Joe-El, 4. Placed the Vertigo and Wildstorm Universe into the DC Multiverse (well for the Vertigo Universe it’s complicated) . Ik I didn’t list the feats he’s made but those are the only significant changes.

You are incorrect. He didn't change the past, he was inserted into the past when he moved universes. He was aware of there being a change in the timeline due to the flashpoint event, which he witnessed unravel. His sense of time is linear. There is no was or will be, only is, for Manhattan. The fact that he can be in the past, the present and the future at the same time is what I don't understand. And also the fact that you can think he's sat next to you while also at the same time, another version of himself is in the next room. I think the coolest thought process following Manhattan's development is thus: Osterman understood physics to the highest degree; Manhattan *became* physics. He perceives all of space and time simultaneously and can rewrite or design new realities on a whim.
