She knows that it's his last, that's why she is so angry with him. She considers herself worthless compared to him so for him to use his supposed last bit of energy on someone like herself is why she's angry (I think anyways). I mean look at her speech in the episode the Husbands of River Song.

In the books, it's confirmed that Gallifreyans cannot re-produce sexually. So unless the writer's pull some trick out of a hat, no.

​​@@lukeamparo6586My favourite source depicts Gallifreyans reproducing with special looms. Parents literally "weave" their children into life. The few Gallifreyans who become Time Lords can regenerate into bodies that are capable of sexual intercourse, but not reproduction. The Doctor is legendarily terrible with regenerating, though, and never appeared interested in happy fun times regardless, so they never tried it.

Keep in mind River is Human with a healthy dose of Time energy. So time lady via transfusion? So she probably could conceive a child. The question is can the Dr be the father. Possibly not.
