Well in the classics it was the whole basis of the Master - not having regenerations anymore, so when the 13th Master started to rot he stole Tremas' body and continued living as a "14th" incarnation. In the TV movie the Daleks executed him, all that was left of him was that weird snake thing who tried to steal the Doctors remaining regenerations but he was stopped. He was then brought back to life by the Timelords during the Time War because he would be "the perfect soldier", possibly granted a new regeneration cycle (like the Doctor in Time of the Doctor) but he got scared and ran away to the end of the universe. Then he regenerated into Simm and then into Gomez. Then she was killed by her previous incarnation. So no, at that time he wasn't locked out of regenerations. Question is - what is going to happen now? Is she never coming back? Or is she gonna go back to the "classic" rotten state trying to find new regenerations?

because 'medical student'was referring to martha, making the doctor suss out the master knew they were watching live, and was talking directly to them, which probably made him realise he would go after them, e.g. marthas house, especially as they realised that the master had travelled back to the time martha and the doctor met, giving him plenty of time to lay traps. makes sense afterwards especially as martha immediately goes to check on her family.

If you think about it, this entire thing is actually Jack's fault. The TARDIS wouldn't have even brought Martha and the Doctor to the end of the universe if Jack hadn't jumped on it from the outside.
