No, she's not David's mother. Helen McDonald passed away in 2007 after a five year battle with cancer. The woman in question is June Whitfield, who played Minnie Hooper AKA Minnie the Menace in the episode "The End of Time."

He was indeed speaking Welsh and what he said was "[BBC] Cymru am byth" which basically means "BBC Wales Forever" - Cymru am byth being the Welsh national motto it was a nice shout-out to the people he'd worked with in Cardiff.
