Yes. You can apply after 12 class. You need 6720€ in your account. Entrance exam points will be final decision. So you need to pass entrance exam.

1. If you have A permit for PhD degree, after 4 years, you can apply for permanent resident. For citizenship you need 5 years to stay in Finland and language certificate. But if you have B status in PhD degree, after completing degree you will get A permit. So you need 4 years + 4 years = 8 years to get PR. 2. 6 months bank statement from sponsor and 1-3 months from the applicant. If it is paid PhD, you don't need any sponsor or bank statement, university is the sponsor if it is paid.
