That's most likely the point, it is stated that the Toymaker doesn't actually look like this, it's just the form he takes for our benefit. I like to think it also explains Maestro not adhering to a gender, again it's a lack of concept for them as a God, a detail they can easily overlook.

So we know that Sutekh is the God of Death, the Toymaker is the God of Games, the Trickster is the God of Traps, Maestro is the God of Music, the Mara is the God of Beasts; so would that mean that the Beast is Reprobate the God of Spite and The Gods of Ragnarok are the Three Fold Deity (Malice, Mischief and Misery)? Just a theory, as Harriet Arbinger was naming all the Gods of the Pantheon and that the Gods of Ragnarok and the Beast were featured in this video and not officially confirmed as members of the Pantheon of Discord.

You forgot the two gods that fed on Dreams that the 13th faced... i believe the bald one was referenced as the boogeyman, and the Goddess with white hair was another celestial of chaos. Omega could also have been considered as an honorable mention. He only died because the doctor convinced him of his innexistence and he imploded with his antimatter world.

Fenric is way beyond this pantheon. He is the embodiment of evil, and In terms of scaling - and by the 7th Doctor's own words - if Fenric retains his natural form, no force in existence could stop him, not even this pantheon. As an old 80's Whovian whose favorite story has always been Curse of Fenric, I'm glad they didn't bring him back, especially after what they did to Sutekh -- defeated by smart rope.

Kinda strange how the music got left out of some of the Ncuti clips (especially when Ruby was meant to be playing the piano there! 😂) but it also weirdly makes them more atmospheric in a way?
