Ri Chun Hee is known for speaking like this when documenting about the Leader's works or achievements. I met other people in the DPRK who changed to a similar voice when talking about the Leaders, in Kumsusan Palace of the Sun for example, where the bodies of the two previous leaders are laid to rest. It's a very emotional and serious thing for the people. Also this woman who voiced this video does not speak like this in her daily life, neither do ordinary Koreans, but the emotions are not fake, but I do get it sounds unusual for us. Ri Chun Hee actually retired already but she still wants to do important reports, especially the birthdays of the Leaders, Public Holidays and military achievements like missile launches.

Well of course they've been using Czechoslovakian trolley buses that East Germany gave to them in the 1970s those Metro carts better in the subway are also East German and we're giving in 1989 virtually every single modern locomotive in North Korea is either a Soviet locomotive from the 1970s or on the East German locomotive that we gave in the 19 it is and the occasional Soviet steam train from the 1960s guessing the Czechoslovakian buses they ran out of parts for them so they had to replace them with you buses if they're even making these buses they could just be importing them from China and assembling them
