It depends on the program you're applying to. Each program has a slightly different requirements; some might allow it while some don't. You need to check the requirements of the program(s) you're intending to apply to

The minimum score varies from one program to another. But a score of 80 should he acceptable by almost all the programs.

I have a question my program says that if you come from an English speaking country you are exempted from submitting the ielts results but some people say that you should still submit it even if you are exempted for a stronger application what do you suggest ?

You're not required to submit an IELTS certificate if your country of origin is listed in the exempted countries list. You can however still submit it if available
