U must have a petitioner in US (someone u know that resides in the US) who will write to the USCIS concerning ur request, and when they access the petition, then the NVC will send an application to u. U will have to work hand in hand with ur petitioner in the US. U will have all the documents that he mentioned and u will have a good amount of money for pof (proof of fund).
