Justification can mean either "made righteous" or "declared righteous". It seems to me that Paul frequently uses the former while James uses the latter in James 2. In Jas 2:23 he says that "the scripture was fulfilled" referring to Gen 15:6 which says "Abraham believed God and it was credited to him as righteousness". Note that it was merely "credited" when he believed God. The "fulfillment" came when Abraham acted on his faith which is what James mentions in Jas 2:21 and offered Isaac. God is looking for action. Rom 2:6,7 says that God will judge everyone according to their works - "To those who by continuance in doing good seek glory, honor, and immortality, he will give eternal life. But to those who are self-seeking and follow evil, there will be wrath and anger." Ultimately works determine our eternal destiny.
