Generally a CGPA = 3 is considered an average; neither low, nor high! In terms of marks, I’d characterize 84% as high though!

Wrong analysis. Sad to see such discouraging arguments. 1. I have seen people getting admissions with 2.5 GPA in top ranking universities all over the world. 2. Getting a degree with average gpa from top ranking university vs top gpa in low ranked uni.. if they complete on the same job.. there is quite a good chance that earlier will win. Your analysis is depressing.
