this is just perfect for his theme. not only does it use mostly string-based instruments, but that also has another effect, being that string instruments are associated with heaven, but the theme is played with minor chords, making it sound dark and demonic. those two things conflicting with each other make the song sound heavenly demonic, which fits his character. Doflamingo was a Celestial Dragon, meaning he used to live in Mariejois, which was considered a "holy land", and was compared to heaven. Dolfamingo's father resigned from the birthright of a Celestial Dragon and became a normal person. Doflamingo named the first few years of his time not at the holy land as "Hell", because compared to his privileged life as a Celestial, it was hell. this is also why he is nicknamed "The Heavenly Demon.", and why his theme fits him. it uses heavenly instruments but is played in a dark way, like how Doflamingo is a "Heavenly" man, due to his bloodline, but partakes in evil acts. this song really encapsulates his nickname of "The Heavenly Demon".

I don't think his DF was that good, he is a very good clever and creative user tho. Like the raw power of strings it is nothing compared to a Logia, a Mithycal Zoan or even some paramecia. I have a theory, the devil of the fruit can evolve with the user, so the powers of the DF evolves too. Per example, Brook have weird powers now that he doesn't have when he first appear, same happens with Doffy, Law, and probably Kuma.
