Port Authority doesn't just come and harass every single fucking Airplane coming into land for drugs. (which I'm assuming is what they were going to do.) The only way this is done is if someone on the actual airfield or someone that called and witnessed drugs or huge amounts of guns loaded onto a normal airplane. If that's the case than police can intercept and at a later date FFA might investigate and see what was going on, but normally the FFA investigates crashes. Anyways that's not what Jeff was doing. He is a pilot and was dressed like one and also roleplaying as a flight teacher which gives him full ability to land and take off from the damn airport. Case opened and shut.

When at an airport the Federal Aviation Administration has the right to roll up to the plane and perform a ramp check (if they want to role play that department) . Checking registration and air worthiness certificate. As for a cop wanting to search a plane just cause. No. I'm sure you sorted that out though!
