The white duck that they are chasing is a female you can hear it in the voice of the duck , the mallards are chasing it to try to mate with it. The other white ducks is a drake or male duck. and is trying to protect his mate.

This is a case of attempted duck rape. One male mallard is instigating the attempted rape and the other is the husband/boyfriend/friend of the domestic female mallard subject to such attempts and is therefore protecting her, as seen at 0:44. Male ducks have a natural instinct to sexually abuse female ducks.
