The idea being it is designed so they could survive the impact, fly out with the small timed charges on them, and then explode in what they hoped would be the wooden attics of Japanese buildings. Not exactly. It is about japanese Fu-Go balloon incendiary bomb. Japs used it from november 1944 and up until april 1945. The Idea was to let balloon catch up to the high-altitude airstreams and reach continental USA were ballon would deflate, land on the ground and start fire. However, this idea proved to be almost obsolete, because even though Fu-Go balloons reached the States (and also Canada and Mexico), they mostly landed in uninhabited locations and didn't do much damage. With exception of powerlines to facility of Project Manhattan and 6 civilians, who were unfortunate to find the device on their trip to the forest of Oregon (May 5, 1945) And yeah, during Battle of the Bulge american media received memo from DOD, that any mentioning of mentioned bombs and their effect on american soil will not be allowed
