I had a second year stand of CIR that was doing okay. I gave it a mowing in late June to around 12". It seems like it never came back at all and is mostly brown. Do you think it went dormant or it's dead and I should re seed in the winter? Same drought conditions as you

Boy that's a tough one. Kinda unprecedented territory because switch normally handles drought well but this years drought wasn't your normal drought. Given how deep that root system is I would still probably wait and see if it comes back next spring. But that's just my hunch, not speaking from experience.
