Donald Trump says 'FEMA is not good' after LA fires tour; Congressman Brad Sherman pushes back

President Donald Trump suggesting doing away with FEMA during a press conference in Los Angeles on Jan. 24.
After touring damage caused by the LA fires, Trump "youd on't need FEMA, you need a good state government," suggesting federal money could be given to state agencies to better respond to disasters instead of a federal one.
"It is a very expensive and mostly failed situation," Trump added.
But Rep. Brad Sherman defending the model, saying going to state-only approach would place an undue burden on small states. Trump and Sherman openly argued during the press conference event over the concept.

FEMA can be replaced by each state's National Guard, i.e., There should be a disaster component unit in each state's NG trained in hurricane/earthquake/tornado and fire disasters and can be mobilized immediately with their military equipment, their helicopters fly into disaster areas right after the storm, search and rescue operations, units sitting up their combat hospitals, shelter tents, food kitchen to provide relief for victims and military police providing security in the area.
