I think the garbage is piling up on the streets, not in parks (see begining of the video). And I don't think that people, who would leave their garbage in parks would care if they are closed, or not. Why workers aren't picketing, honestly no clue. My best guess is that they either have to work even without pay, so i.e jails remain staffed, or they are busy figuring out how to pay their bills (searching for odd jobs). But I got to ask what you think this stalemate has to do with "negotiating with terrorists"?
