If they steal, then while they are sleeping teleport them to places and use the /say command to pretend to be spirits or people that haunt them. For the past, set up a museum that shows the previous times they stole, for the present, trap them in a barrier block box above their house and disguise as someone else (or don’t) and blow their house up claiming that the chest was owned by the person you’ve disguised as.
