You're absolutely right! This reveal was recorded in-game, since I thought it'd be a nice touch to use actual gameplay footage. It also demonstrates the tools that the game has for players to create their own content using the built-in "DF Editor". It's possible to create stuff like this in-game yourself!

It’s an Undertale fangame that’s sort of based around Gaster making different simulations. Don’t Forget Connected (the one that this trailer is about) is an Undertale online multiplayer game.

I think you're confusing GameJolt with "GMServer", which is the service that provides the online multiplayer. While it's true that GMServer will be shutting down in the next year or two, the game itself will be fine! Next year, the current online multiplayer will be replaced with a new system that allows players to create and host their own online servers, sorta like Minecraft. The game will also be receiving singleplayer story content, so it's not going anywhere!
