Yes, you have to win the game to unlock Modifiers

Easy Modifiers to get Not Five Stars For PC Users El Goblino was Here, Less Stuff, Soundproofing, Itchy, Nosey, Locked and Loaded, Room For More Roundabout can also be used because the harder halt has a smaller hitbox so you can hide on the Edges of the Room For Mobile Users El Goblino was Here, Less Stuff, Wear and Tear, Itchy, Battle of Wits, Room for More

I'm using the Gotham Font (bold), just google it and you should find one, make sure its a .ttf or .otf file, and i remade the Achievement pop up then i simply slid it in!

Yes, you can get hotel hell or not five stars with no progress modifiers on. I know this because I did get both badges with the no items modifier on
