Rush has an increase of speed since the mines update (so rush had the same speed as ambush since ambush's speed is slower since the mines update) and ambush has a speed buff a few months after the mines update (so now ambush is way faster than rush again like before).

Haste isn't impossible to outrun him, you can dodge him easily with fly noclip with high speed setting (Meaning that Haste won't caused a guaranteed death if you keep distance from him with enough space and speed)

He's using the maximum overdrive modifier. I assume you haven't gotten the hotel hell badge so you don't know, but, maximum overdrive disables rifts which makes it impossible to get the barrel. And you also can't go to the rooms with modifiers
