In "RDD" why R cannot declare victory because all other remaining senates belong to D . So according to 2nd right R can declare victory right?

it can declare itself winner if and only if it has all member of his team say R can declare if all are R

read the statement clearly, it says only if the remaining senators belong to same party, but here R and D are from different party hence It can't declare itself winner, which makes sense
