they dont have to insta perma those people for example: give them hard bans like start with 14 day instead of just a little chat ban go to 30 days or some shit and make sure they get a HUGE message when they log in that NEXT time will be perma as soon as you get people who get to all stages and you see a few perma bans , other people will see it on youtube/twitch/reddit etc. that will make people who would be likely to get a perma in the future , maybe adapt , be toxic in other aspects or maybe even get reformed slightly. if you get forced to follow rules you have no choice , you cant just perma buy new acc for 5 euro or level it up yourself if you are addicted or maybe you just like the game , but you dont care to handle your toxic behavior cause you know its taken lightly. im 100% sure , they would loose a little bit if they do that , but long term , they would do so much for the image and also get people back that just watch but dont play anymore.

Riot have NEVER held ANYONE accountable that has even the smallest following and often times if they ever do actually punish them, it's overturned.
