I definitely see what you are saying but looking at it from a standpoint of Todd and the crew, they set out to not be seen by anyone. So they had a compromise in the mission, it was either let this loose end go and take out chances with possibly leaving a witness that could testify or get rid of the loose end and keep this mission a secret. It's hard not to choose the second option with some much riding on this particular moment.

Jesse isn't stupid, he is just very loyal. He understands this but feels for some reason he has some allegiance to Walt since he started the business together. His heart is in a business where loyalty means something until opportunity is heavy enough to tip the scale.

When Jessie was leaving the cook after confessing how he felt about the kid. Walt says he’ll clean up and for Jessie to go ahead and leave. Jessie is leaving and Walt is whistling with not a care in the world. No remorse for the kid at all. Everything is about him.

When the actor who plays Todd asked Vince Gilligan what’s the mindset of Todd, Vince said “when you’re driving and a raccoon runs into the road, do you swerve around it, potentially avoid hurting it but risk hurting yourself? No, take your emotion out of it and you drive straight through, Todd has that mindset all the time” So he’s def emotionally withdrawn from his actions and you could say had psychotic behavior.

Mike leaving the note under the trash can was not very smart. Throwing the tails was even dumber. Throwing the tails tells the cops that you have something to hide. Mike should have used the police surveillance to his advantage. Show the cops that you are just some senior citizen doing senior citizen stuff. Sitting on a bench at the park, going to church, volunteering at a soup kitchen, etc. make the cops think that they are watching Mother Theresa and pretty soon the cops will come to believe that following you around 24/7 is a waste of time, money and resources. However, Mike did everything he could to keep the cops suspicious.
