So any ship in the high seas is under the jurisdiction of the country's flag of convenience it is flying In this case, Uzbekistan. It has nothing to do with being landlocked or not, it has all to with the fact that the USA has no extradition with Uzbekistan. Therefore making all arrests made by USA security personnel illegal and bridge of the Uzbeks sovereignty. Any country regardless of proximity to the body of water can have its flag of convenience flown by ships
