Download ITunes WITHOUT the Microsoft store.

I've been having this problem for weeks and haven't found a fix, basically when I go through the installer and press to start the download bar works until it says "creating shortcuts" and it gets stuck. a few mins later it will say "could not access network location _\." Is there a way to fix this?
