it's pretty early to predownload the game. If they made predownload available on PC, the PC players are going to have a field day data mining those files.

you can pre order physical copies at stores like best buy, walmart, target, and gamestop. It might still be a little to early for some of the stores to pre order, because they haven't processed it yet or wutever, but best buy has it up for pre orders right now. you can either pre order physical copies on the stores online website, or walk into the store and pre order it like that too.
